If you want to connect to your cable modem without plugging the laptop into it then you will need a wireless router.

Your cable modem probably has an ethernet connection in which case you should be able to just plug it into the router (along with the desktop). You should also read up on wireless networking security to ensure you don't get your neighbours stealing your bandwidth (or downloading kiddie porn over your internet connection and then causing it to be traced to you).

You won't be able to use it more than 100 m from your wireless router (probably not even that), so for internet away from home you'd need to use the mobile phone network (which tends to be expensive).

Connecting to other peoples' wireless networks to access the internet is illegal in most places, regardless of whether they have secured their access points.
